Rajuk held 3rd TOD seminar

In collaboration with the Japan International Cooperation Agency (JICA), the Capital Development Authority (RAJUK) held the third Transit-Oriented Development (TOD) seminar at the Bangabandhu International Conference Center on November 7. The event highlighted draft TOD policies, under final review, which are expected to play a key role in shaping the future of urban development in Dhaka.

The seminar, titled “The Project for Development of Policy and Guidelines for Transit-Oriented Development Mass Transit Corridors,” showcased progress within JICA’s ongoing Technical Cooperation Project. The TOD approach emphasizes urban development centered around public transport to enhance mobility and reduce congestion.

Including the Advisor to industries and housing and public works Adilur Rahman Khan, Housing and Public Works Ministry Secretary Md. Hamidur Rahman Khan, RAJUK Chairman Major General (Retd.) Siddiqur Rahman Sarkar, Dhaka Mass Transit Company Limited (DMTCL) Managing Director Mohammad Abdur Rouf, and JICA Bangladesh Chief Representative Ichiguchi Tomohide, were present in the event.

Ichiguchi Tomohide expressed optimism, stating that the TOD strategy aims to increase the efficiency and convenience of public transportation, presenting substantial potential to mitigate traffic congestion. He emphasized the need for inter-agency collaboration and mutual understanding among government bodies to overcome challenges and realize TOD goals. Incorporating TOD policies into Dhaka’s Detailed Area Plan (DAP) and other frameworks is expected to facilitate its broader implementation.

Led by Nozomi Hishida, a team of JICA experts is working with stakeholders to finalize the TOD guidelines, which include a framework, core processes, planning details, and implementation approaches. The seminar also provided updates on a pilot project centered on Gabtoli for future MRT Lines 5 and 2. Participants from government agencies, academia, and the private sector engaged in a Q&A session, contributing constructive discussions in a collaborative atmosphere.

Key stakeholders present included representatives from RAJUK, DTCA, DMTCL, BRTC, BRTA, DMP, DNCC, DSCC, as well as officials from various ministries, academia, and international development organizations, all emphasizing the importance of mutual understanding and cooperation for the success of TOD initiatives.
